The judges shall be selected by the PFBB Executive Council. The Council will consider the most qualified to serve on the judging panel.
There will be seven (7) judges to serve on the regular judging panel. At no time will the number of judges on a panel be fewer than five (5).
All judges are required to score every athlete during the prejudging and finals to determine the correct average score for every competitor.
CHIEF JUDGE or CHAIRMAN OF THE JUDGES' COMMITTEE. Shall coordinate and control all aspects of the weigh-in/registration, Prejudging and Finals. No other official shall make any decision which might impact upon the smooth running of the competition without seeking the prior approval of the Chief Judge/Chairman.
Accuracy in Judging . The following rules shall pertain to judging accuracy:
Our sports official shall ensure that all athletes are adjudicated by the most qualified judges available. The PFBB Judges Committee shall be empowered to take whatever measures it deems necessary to ensure that this obligation is met by selecting and paneling only those judges who meet or exceed the minimum accepted standard of judging accuracy approved by the IFBB.
The minimum acceptable standard shall be an overall score of 70%, calculated by averaging the Prejudging and Finals scores for all categories judged.
Judging accuracy shall be calculated using the "Deviation Method". This method calculates the "deviation between an individual judge's placement of an athlete and the entire regular judge's panel placement of that same athlete.
Judging Attire and Judging Panel. At all IFBB sanctioned events, judges shall be attired as follows:
The official PFBB uniform for male judges' at all local and national competitions shall consist of a blue blazer, pale blue shirt and grey pants.
The Chief Judge or Chairman shall have the authority to remove from the panel any judge who is not correctly dressed during the ceremonies.
Placement of Judges . The placement of judges shall proceed as follows:
The Judges Secretary shall seat the seven (7) judges at their respective seats/tables, which shall be located at the front center of the stage and shall then seat the two (2) tabulators at their tables, which shall be located at the end of the row of the judge's table/seats nearest the Master of Ceremonies. The Judges Secretary shall then ensure that the appropriate judging forms are distributed to each judge using those forms.
The regular panel judges shall be seated so as to have the best view of the athletes; alternated judges shall be seated on both ends of the regular panel.
The same judge who adjudicates a category during Prejudging must adjudicate the same category during the Finals and must be seated in the same position.
Conduct of Judges. Once the judging panel is seated, the Judges' Secretary shall remind the judges of the rules of conduct, said rules must be strictly followed throughout the Prejudging and Finals. Under penalty of immediate dismissal from the judging panel, no judge shall:
Converse with any other judge, or judges;
Attempt to influence the decisions of any other judge or judges;
Take photographs while the judging is in progress; and
Coach any competitor, or competitors; or judge while under the influence of drugs or alcohol, or consume alcoholic beverages while judging.
DOPING TEST PROCEDURES
Doping Test Procedure. The PFBB Medical and Doping Committee, composed of the Chairman and its members, is in charge of taking the urine samples of all the top winners, compose of the Chairman and its members. The procedure will be as follows:
After the Over-all Champion has been determined, the Security Group should immediately get hold of the winning candidates to proceed to the designated doping area for urine sample collection.
It will only be the Chairman or his designated assistant who shall fill up the Form.
The Chairman would then direct the Athlete to take one Doping Kit. It should only be the Athlete who should physically open the Doping Kit and take out the bottle from the Doping Kit and no other.
The Athlete will then read aloud the number of the Doping Kit to the Chairman or his designated assistant who in turn will write the number on the form.
If the Athlete is now ready to extract the urine sample, he/she will be given the sample container. Then two (2) members of the Doping Committee shall be present to witness the urine extraction to ascertain that the urine sample being gathered is truly that of the Athlete.
After gathering the urine sample, the Athlete should personally pour the urine sample at more than one half (1/2) to Bottle "A" and the remainder to Bottle "B".
If the Athlete is not yet ready to extract his urine sample, he/she has to personally take the bottled water and drink it to induce him/her to urinate. He/she is given enough time to wait until he/she is ready to urinate.
All the urine samples taken should be then placed in a refrigerated container to preserve them.
The Doping Chairman will then send the samples to Malaysia thru a reliable courier service.
